if you read carefully it is the magnitude, NOT necessarily 4 marks .. this is if you are just above average.

so it gives you an idea maths extension 2 scales better than biology for example.

But the magnitudes aren't even a good indicator, for example extension 2 english does not scale nearly as much as well as extension 2 maths, to repeat a point out of that thread.

Although 4u maths still scales pretty well, it doesn't scale as well as it has in previous years due to the increasing number of students undertaking the subject.

Distinction Courses scale as well as 4u maths if not better.

Different schools are scaled differently. The Board takes into account the mean mark, median mark, standard deviation etc. And then they factor in how well the school performed as a whole in the HSC exam.
