Ottawa Charter questions are whacked, but you just kinda have to eliminate. Immediately, it's not A or C because developing personal skills isn't relevant and it's 'building healthy public policy' because it states that it's a government initiative/policy. Then, it's not going to be 'reorienting' because it's not stating that the plan is aiming to prevent anything (since reorienting is about taking a preventative approach to healthcare instead of treatment) . If the question was something like, 'The government is introducing a plan to improve access to telehealth in order to prevent some kind of illness,' then it would be B.
