need help with this question... i think i might have the solution, although not quite sure, what i've done is:

1st digit - 2! ways
2nd digit - 10! ways
...
..
..
8th digit - 10! ways

therefore 2! + 7(10!)

is that right?

No. of ways:
1st Digit - 2
2nd - 10
3rd - 10
4th - 10
5th - 10
6th- 10
7th - 10
8th - 10

So its just 2x10^7
