Make a judgement of value, quality, outcomes, results or size

So yes, essentially talking about the effectiveness as when you do that, you are making a judgement.
I made sure to say that "therefore, the role is discretion is both important/crucial and highly effective/ineffective in (topic of paragraph).

HAS JUSTICE BEEN ACHIEVED?

Or RARE MAP as our teachers taught us!

Effectiveness was a part of it, but it was also to show how entrenched/ involved and important discretion was

I think the focus in this instance was to actually assess using modality terms (ie. pivotal, crucial, paramount, significant, etc.) rather than in the options section where, for example, the family essay asked you to explicitly use the effectiveness criteria (ie. RAREMAP - thanks paul95!).

Anyway, what's done is done. There's no need to worry now - just focus on acing everything else!

there's no effectiveness criteria for the new syllabus. you evaluate it according to whatever seems appropriate.
