You're better off being honest. Flat out say you're not interested in a relationship with him, but you're always keen on hanging out as just friends. He'll stop bugging you when you tell him he's not going to get any off you.

This guy seems similar to what I used to be like. In his head he'll need to hear no otherwise he won't be able to move on. Plus, it will make it seem like you are less heartless in the long run.

Just tell him you don't feel that way about him. If you tell him you like someone else he will be wondering what is wrong with him and what is so great about this other unnamed person.
