think of it as weighing up differences between schools
if everyone in the state gets 100%,
then it seems 100% is the average and you are nothing special, might just mean the test was hella easy,
if you do well in school and your schools fucken shit, it may imply not that you are good, just you goto a shit school
HOWEVER<
if your school is good and you do well, you get pushed up, because your schools good implying everyone in it is good and since u are the best, u are ahead.
differnt schools give differnt tests and marks and assessments,
thats why scaling helps to fix that so a school cant make you look good when indeed you are shit in comparison to another school
summery :
takes your marks into account against your school and weights it up against other students in your school and other schools.
