You can come second in the state

Yes you can still come first in the state

You could also come first. For example, if rank 1 bombs the exam but the next 20% of the cohort is very close to rank 1 and they all demolish it then I think that is possible.

In saying that, it would be important that quite a few people ranked below you do well.
