I think itz suppose to be Jin-Roh: The Wolf Brigade.

Personally I liked the movie, not fo the reason you've mentioned though.
And fo yo information, the story of little red riding hood is actually the Grimm Brothers' version entitled "Rotkäppchen", as you can see in the movie. So it ain't a modern day spin of.

Jin Roh was one of the best movies i've ever seen, apart from the red riding hood theme it was bloody awsome (since everyone knows the theme and it doesn't have to be retold 100 times)
