Id rethink that. They were the biggest band in the world no question about it. They abused drugs, but then they always abused drugs (steve adler even openly admits to sucking cock for coke in their pre famous days). They definately didn't decline in quality (this is the statement that gets me most) - in fact they matured. Appetite was an explosive record that put them on the scene, but musically use your illusion is a far more comprehensive, and musically mature set of albums. They didnt collapse into any void. They broke up when they were still the biggest band in the world. They just didn't have a single decision that lead to them breaking up (as of course technically Guns N' Roses still exists with axl rose), so people think that they are just another relic of the 80's that faded away.
