I'm thinking of transferring from B Sc/BA to B Sc/B Education (secondary). Who do I talk to about it? I'm going into second year this year.

You should have already applied through UAC. If you haven't then I think the main round cutoff might have already passed.
EDIT: And I'm pretty sure that you can't do an internal transfer between those two courses. There's a form somewhere on the faculty of science website (I think) that would tell you if you can do an internal transfer with those courses. I looked at it before and I'm pretty sure you can't.
