Because that way UAIs can be compared between states. It is assumed that the average academic ability of the general population is approximately the same in each state, however each state has different retention rates (different numbers of people continuing on to years 11 and 12). Schooling is compulsory until the age of 15, so nearly everyone goes through the SC at the end of year 10.
