If the UN could enforce its treatys/covenants/declarations etc it would be effective, however it cant......... its like a teacher telling u to do something but not being able to give u a detention if u dont abide........... nearly pointless if u ask me

First the UN has hardly any enforceabity and appropriate sanctions for breeches of international law - thus harsher sanctions need to be imposed.
Secondly article...something cant remember of ICJ state does not list declarations as a source of international law...therefore the UDHR is useless
Finally - Veto power...the 5 permenant members (USA, CHINA, RUSSIA, FRANCE AND UK) of the security council can veto any decision even one regarding their country...this needs to be changed
