Im pretty sure its dependant on the subject. For some subjects only the top 10 in course are considered for state ranks, for others top 20. But I may be wrong...

You are correct. In addition to performance, a student's chance of receiving a state rank depends on Course Candidature and Maximum place in Top Achievers, as seen in the table below:
