what's SAC? o3o and why selective school students in particular?

EDIT :lol nvm, I think SAC = society and culture? Most people in my school refer to it as soco rather than SAC so was confused c:

Yeah but why selective schools in particular? I mean there's bound to be comprehensive schools who don't offer it, and SoCo is, I don't think, a very high scaling subject.
