Cutoffs are lower for international students, although they pay a lot more than domestic.

Maybe you can bribe someone in administration- it would be a lot cheaper than trying to pay off a dean or w.e you were thinking of.
From what I've heard administration at unis is fairly dodgy and you could prolly finish uni without anyone checking up/finding out about your atar being lower than cutoff. Even then they might just assume you're special conditions.

I think if you offer to pay the FULL cost of tertiary education without government subsidies [like 20k a year?] then you can get in with any ATAR, that's just what I've heard.
