that is woefully incorrect. all this business with head politicians saying 'the buck stops with me' are just punchlines... nothing more nothing less. the blame lies with the relevent individuals apart of the govt (ie. civil servants).... then the administration of the govt is criticised.

i agree with you to an extent regarding the underlined.

in other words, the corruption of the civil servants was not expected. you can criticise the govt for not planning against such corruption, but in the end there are still some pretty good results from such programs.
