For Student Learning Entitlement, yes, which is basically HECS for 7 years of full time study, but not for HECS-HELP.

Some scools might help you fill it out, but it is an individual application which you must complete.

Lol how'd you misread it? It doesn't really matter why. As its an online application you should be able to apply 24 hours a day.
