I would say yes - the requirements are clear and the procedure for arriving at a solution is known. (definitely not unstructured) But we don't know the procedure for obtaining the best solution (it's often wrong...) Not entirely sure how weather forecasting is done but I don't think all...

So you're saying you are decent at it but aren't doing well in tests? Then maybe you should consider taking it, and just improving your exam technique. A lot of people here on BoS can help with that. At least try it out - you can always drop it later if you still think it is useless later on...
