I think you have misinterpreted what your teacher said. If you come first internally, you will receive the highest external mark from your cohort as your internal mark. In this case, Student A will receive 92 as their internal mark and 90 as their external mark. Similarly, person D will receive 85 as their internal mark and 87 as their external mark. The rest receive a moderated mark based on their ranks and the relative gaps between them and other students.
