quick note to sylvester's comment: government is not a situation where people wth human nature try to counteract human nature, it is people with human nature trying to counteract ethical wrongs ie rape or murder (we are talking about a legitimate government not the type we have today).

So saying it is humans trying to counteract humans is obviously nonsensense or else governments would be counteracting any form of a human being using their rational faculty or feeling any kind of emotions, that would be attempting to counteract human nature
