I think they mean the communications framework:

Like this: But I've never heard of questions which require you to draw this?

The textbook demonstrates a specific method of drawing the router and switch, which is good to demonstrate knowledge, but not necessary. Same with bridge's and gateways.
not necessary wasting time in exam

No, you won't be tested on obscure rules. There are international standards for drawing network diagrams, but you are not required to know them in IPT. However it is very useful if you can use pictorial symbols like these for the common building blocks of computer networks.

international standards for drawing network diagrams
Hey, this isnt actually true :). There are no international standards for drawing network diagrams/maps. If you would like a reference, CISCO has some good diagrams (that are almost industry standards - only because they are used so much). You can see all of them using Cisco Packet Tracer.

There are many proprietary international standards for drawing network diagrams. Yes Cisco has a very large library of their own symbols but they are only one amongst many. Strictly the Cisco symbol library is only supposed to be used to describe Cisco networks; shucks to you if you have Aruba/Avaya/D-Link/Extreme Networks gear. Microsoft Active Directory and Azure have a library of their own symbols, as does Amazon Web Services (AWS) and Google Cloud Platform (GCP) so there are many proprietary standards. None of this matters in the HSC syllabus.
