99 - definitely possible, if you ace your externals. (I reckon 1st/2nd in every subject)
99.6 - you'll need quite a bit of luck for this. To increase your chances, you'll need to make sure the people who are beating you in your school mark do really well in the hsc, so you can drag your own school mark up. (i.e. share notes or whatever)
