Although the university do support the fee and did lobby the federal government in favour of it.
As did the student organisations who claim to represent students. (Yeh, slugging all students with a $250/year fee is really going to help them)
Always accept even if you are waiting for an offer in a later round. You run the risk of being left with nothing if you don't.

You have until the census date to sort it out. (Semester 1 census date is 31 March for most courses)

Nice. My sister just finished enviro science at usyd. Did look pretty interesting. Great area to be qualified in with the growing focus on environmental issues.
