    I am positive. They do fluctuate from year to year, and they can be higher, but more often than not they should be lower Eg. the NRSL law cutoff at USYD a couple of years ago was 96.x

    That seems true, however I doubt unis would simply take the bullet for the students - continued breach of the legislation might compel the courts to put an injunction upon the unis to stop them and the unis wouldn't dare go against a court ordered injunction.
