It's not UOW, it's Australia in general. Foriegners who want to come to Australia either as a student or immigrant would have to take an English test called IELTS which is used in the UK, Canada and Australia. Unfortunately, the IELTS is way easier than America's TOEFL.

Yes, assignments sent using the "submit" command for CSCI subjects check not only identical code but code with similar patters from other assignments. Changing variables or modifying spaces and indentation will not help. From what I can remember this has already been implemented when I got here...
